  • Mark Walter, Lulla Brothers Under Spotlight Over Multi Million Dollar Embezzlement Allegations: Report |

    Mark Walter, known for his Wall Street prowess, is under scrutiny for his involvement in a troubled investment in India. The Gurugram police are investigating Infrastructure India Plc (IIP), which has received $320 million from entities linked to Walter and Guggenheim Partners since 2011. According to a Bloomberg Businessweek investigation, these funds, intended to develop a logistics network, were mismanaged on dubious land deals and excessive management fees.

    A whistleblower complaint has prompted the Indian police to scrutinize Rahul “Sonny” Lulla, Walter’s former partner, for allegedly embezzling millions. Lulla denies these allegations, attributing them to a disgruntled ex-employee. Walter, through his lawyer Dan Webb, stated he hasn’t been involved with IIP or its Cayman Islands holding company, GGIC Ltd., since 2013, though records suggest ongoing financial ties. Incidentally, Rahul Lulla’s brother Rajiv Lulla has also been brought into the allegations by the whistleblower with regards to his role in facilitating these suspicious transactions

    Despite red flags, including an auditor’s refusal to approve IIP’s accounts, Walter’s entity, IIP Bridge Facility LLC, lent $121.5 million to IIP. Today, $110 million of that debt risks losses for Walter’s insurers, though Webb assured that individual policyholders are unaffected.

    Peter Collery, a hedge fund manager who lost $6 million on IIP, voiced his frustration: “It’s hard to imagine more of a disaster than Infrastructure India. The question is what the hell was Guggenheim doing?”

    In February 2011, Tribone and Lulla proposed a reverse takeover to IIP’s directors. Existing shareholders invested £25.5 million, while GGIC added £7.5 million, a power operator, and a logistics business renamed Distribution Logistics Infrastructure (DLI). GGIC received a $1.5 million incentive and became IIP’s largest shareholder, controlling the board. Tribone and Lulla, as new chairman and CEO, introduced Franklin Park Management to oversee assets for a 2% annual fee of their net asset value, inflating IIP’s asset worth and fees. IIP, funding DLI’s expansion, incurred costly debts from GGIC and its affiliates. Franklin Park defended the loans as market rate and independently approved.

    Bloomberg reports that Walter, along with Tribone and Lulla, established Guggenheim Global Infrastructure Co. (GGIC) in 2007 to acquire ports and power stations. By February 2011, Tribone and Lulla had positioned GGIC as IIP’s largest shareholder. Franklin Park Management, introduced by Tribone and Lulla, charged 2% of IIP’s net asset value annually, significantly increasing fees. IIP-related debt entered the portfolios of several insurance companies tied to Walter and his partners, exposing them to substantial financial risks.

    In 2014, IIP sold $102 million in shares to Barnet Holdings Ltd., making it IIP’s largest shareholder. Despite Barnet’s description as a GGIC affiliate and shared directors with Guggenheim entities, its ownership remains unclear. Webb stated it isn’t affiliated with Guggenheim, while Tribone and Lulla claimed no knowledge of its backers.

    After the 2008 financial crisis, Guggenheim Partners began buying insurance companies, providing access to vast capital pools. This enabled investments in diverse assets, including the Dodgers. In 2013, Guggenheim formed an in-house infrastructure group, restructuring GGIC and severing exclusive rights to its name for Tribone and Lulla. Walter maintained ties, with Guggenheim retaining a 10% stake in GGIC. Loans from Walter-affiliated companies kept IIP afloat. GGIC, owning about 25% of IIP, acts solely as a financing vehicle, claims Webb, with Tribone and Lulla running both GGIC and IIP, creating a complex financial web.

    By mid-2018, IIP faced a financial crisis, with debts nearing $100 million each from GGIC and Indian lenders. A $30 million raised by selling a toll road was quickly consumed. Creditors agreed to a moratorium on interest payments, but debts continued to grow.

    Two IT professionals were mowed to death by a teen driving a Porsche; the Pune City Police on Thursday questioned the 17-year-old’s grandfather in connection with the horrific hit-and-run incident. 
    The minor ploughed his swanky race car into the two IT professionals, who were travelling on a bike, killing them on the spot. A forensic team examined the Porsche car involved in the accident, an official said.

    “A team today conducted the examination of the car, which is in the possession of the Yerawada police station. We have already carried out the forensic examination of the spot and now the car has also been examined. The technical aspects such as GPS, the cameras around the car were examined,” said another senior police officer, who is currently monitoring the investigation.

    Probe Continues With Grandfather, Father

    “Since the luxury car is in the name of the realty firm owned by the Agarwals, the grandfather of the minor, who is one of the owners of the firm, was questioned in regards to the ownership of the car,” he said.

    The Mumbai Crime Branch, which is probing the hit-and-run case, summoned the grandfather of the accused teen in a bid to grill him jointly with the latter’s father, a police officer added. The sleuths also summoned the accused teen’s driver and friend to piece together the sequence of events on the night before the hit-and-run incident, the officer informed. According to senior officials, all four were grilled in unison by an officer of DCP rank.

    What Did The Driver Say? 

    Officials in the Crime Branch confirmed that the police were bidding to make the driver a witness in the case, as on the night of the incident, after the accused left the bar after a binging session with friends, the latter had asked the teen to take the passenger seat and let him drive.

    However, the juvenile called his father, who later rang up the driver, asking him to let his son drive the Porsche.

    Authorities Sieze Minor’s Father’s Phone

    The sleuths also confirmed to have seized the mobile phone of the accused teen’s father, adding that they were in the process of checking his call details. After the questioning on Thursday, the police asked the juvenile’s grandparent to appear for questioning again before the Crime Branch.

    Intense Grilling Underway For Bar Owners, Manager

    The teen’s father, the bar owners as well as the manager, who are currently in police custody, were being subjected to intense grilling before the term of their custody expires on Friday. They are to be produced before a court, which would decide on an extension of custody for leads in the case.

    Meanwhile, BJP leader and Rajya Sabha member Medha Kulkarni posted on X saying that the accident showed the Juvenile Justice Act needs to be reviewed as so-called minors like this boy are using the law to get away with serious crimes.

    A shocking theft incident has been reported in Haryana’s Gurugram, where belongings from several parked cars were stolen by smashing the windows. Purna Shukla, whose Honda city was parked opposite the Vatika Business park in Sector 49, alleged that when all her valuables, including a laptop, cash, and jewellery, were stolen. She said in her complaint that the theft occured between 7.45 pm and 8pm when she stepped down to collect a food parcel. “We left our car to pick up a parcel at the food corner, and within 15 minutes, our car window was broken, and all our valuable items, including cash, a bag,” Purna Shukla told Zee News English. She claimed that around 10 other cars were targeted and she lost cash between Rs 8000-10000, a laptop along with valuable jewellery. She alleged that some 5-6 complainants lost a combined amount of Rs 6-7 lakhs.

    Gurugram Police’s Lacklustre Approach

    The complainant told Zee News English that the police PCR arrived 30 minutes after her call and accused her of keeping valuable belongings on the back seat of her car. ‘Aren’t you aware that there are many thefts here? Why did you leave your belongings in the car?. “Of course, they will be stolen,” she quoted the cops as saying.

    She responded that “she hails from Mumbai where it is a common practise to keep belongings inside a car and that the city has CCTV cameras installed in every corner.”

    The Police PCR team then instructed the complainants to file a complaint with the Sector 50 police station. “They (cops) also said they can’t drop everything else to start looking for my bag because they had other things to do. “This was surprising and disheartening because I expected them to help and protect us,” she added, accusing the police of inaction.

    No CCTV Cameras In The Area: Police To Complainant

    Sharma claimed that when she asked the police to check the CCTV cameras in the area, they said, “There is a lack of cameras, which is why it is difficult to catch the perpetrators.” “We have other priorities during the elections than finding your stolen items,” she quoted the police as saying further.

    Purna Shukla took to social media to question the absence of CCTV cameras in Gurugram’s high-traffic areas. She questioned whether a lack of CCTV footage is a sufficient reason for the police to dismiss the investigation.

    Belongings Stolen From 10 Other Cars: Victim

    Shukla said that a similar theft was reported in ten other cars parked at the incident site. “It’s troubling that such a serious crime occurred not only with our car, but with nearly ten other cars parked in the same lane. “Their windows were also broken, and their belongings were stolen,” she claimed.

    Victim Slams Gurugram Police’s Inaction

    Shukla described the Gurugram police’s approach as shocking, claiming they were met with a casual approach by the cops. “Gurgaon Police claimed that such thefts are common in that area and that these thieves are very powerful and cunning,” she stated. She called the police response ‘absurd’, claiming that it implied that “a gang of robbers could be more powerful than the police force” and that the cops were helpless against highly trained thieves.

    Earlier on Wednesday, unidentified suspects were arrested for allegedly stealing laptop computers, mobile phones, money, credit and debit cards, and other documents after breaking into two SUVs and a car parked at two different locations along Golf Course Road (GCR), a Hindustan Times report said.

    The election date was set on the day official figures showed that UK inflation had sharply dropped to 2.3%, the lowest in almost three years, due to significant decreases in domestic bills.

    This April decline shows the most significant progress on Sunak’s five pledges from January 2023, including his promise to halve inflation, which had exceeded 11% at the end of 2022. Sunak celebrated the new inflation rate as proof that his plan was effective.
