    New Delhi: A local court on Sunday placed the owner and coordinator of Rau’s IAS Study Circle in Old Rajinder Nagar into 14-day judicial custody, reported PTI. This follows the deaths of three civil services aspirants due to flooding in the coaching center’s basement library.  

    The coaching center’s owner, Abhishek Gupta, and coordinator, Deshpal Singh, were brought before a magistrate, who ordered their 14-day judicial custody.

    Meanwhile, the Municipal Corporation of Delhi (MCD) sealed the basements of 13 civil services institutes in Old Rajinder Nagar on Sunday.

    By Sunday night, the MCD had sealed the basements of IAS Gurukul, Chahal Academy, Plutus Academy, Sai Trading, IAS Setu, Topper’s Academy, Dainik Samvad, Civils Daily IAS, Career Power, 99 Notes, Vidya Guru, Guidance IAS, and Easy for IAS. 


    As per the local authorities, at least 35 people were trapped in the basement on Saturday evening, all of them were either institute staffers or students. 


    The police have filed an FIR under various sections of the Bharatiya Nyaya Sanhita (BNS), including Section 105 for culpable homicide, Section 106(1) for causing death by a rash or negligent act not amounting to culpable homicide, Section 115(2) for voluntarily causing hurt, and Section 290 for negligent conduct related to building activities such as pulling down, repairing, or constructing.   


    According to the FIR, Abhishek Gupta admitted that the Rau’s IAS coaching center’s basement lacked a drainage system, leading to the deaths of three aspirants, PTI reported. 


    A senior official involved in the investigation told PTI that the probe has identified two primary causes for the incident: the civic authorities’ failure to clear the roadside drain before the monsoon and the absence of a drainage system in the basement where an unauthorized library was operating. Multiple teams were formed by the Delhi Police to determine the incident’s exact cause. 


    Meanwhile, hundreds of civil services aspirants protested in the areas around Old Rajinder Nagar and Karol Bagh Metro Station, chanting ‘we want justice.’ The protesters blocked the road near Karol Bagh Metro Station, leading to traffic jams.


    A clash occurred between the students and the police, resulting in several protesters being detained and transported away by bus. Following which the demonstrators dispersed, and traffic in the area was restored.


    An MCD official stated that the building completion certificate for the institute specifies that the basement is designated solely for parking and storage. This indicates that operating a library in the basement was unauthorized, the official noted.


    Congress MP and Leader of Opposition Rahul Gandhi, on Sunday, expressed his strong condemnation of the administrative lapses that led to the tragic deaths. “This collapse of infrastructure is a collective failure of the system. The common citizen is paying the price of unsafe construction, poor town planning and irresponsibility of institutions at every level by losing his life,” Rahul Gandhi said in a post on ‘X’.


    Several videos of the incident have gone viral on social media, showing students attempting to escape drowning as rainwater inundated the coaching institute’s basement. One video captures the main entry gate of the coaching center collapsing due to the heavy rainwater on Saturday evening, which led to the basement being flooded, reported PTI.

Another study, published in the journal Radiology, showed AI algorithms outperformed the standard clinical risk model for predicting the five-year risk for breast cancer.

    Biopsy, histological examinations under microscopes, and imaging tests such as MRI, CT, and PET scans are traditional approaches to diagnosing cancer. While the interpretation of these tests is likely to vary among professionals, AI systems, especially those using deep learning techniques, can analyse medical images with staggering accuracy.

    It can also detect minute anomalies often missed by the human eye, reducing false negatives. It can also aid in early detection which can boost treatment outcomes. It can also boost the growth of personalised medicine.

This program was proposed in Lormi from 2 to 8 August. Chairman Anil Saluja had sought permission on behalf of the committee.

    Anil Saluja, Organising President, Lormi Youth Mandal, District Mungeli, has argued on these points while rejecting the application for granting permission to organise Shiv Katha Mahapuran.

    Executive Engineer, Public Works Department has clarified in the opinion letter that

    (a) The area of ​​the meeting place is 4 acres, in which 4×43560 (174240 sq. ft.)/ 6.00 (total 29040.00 persons) can sit. About 1.50-2.00 lakh persons are expected to come daily. The proposed place is inadequate and very less for such a large gathering of people.

    (B) The proposed event venue has been temporarily built by filling fields with soft soil. Adequate compaction has not been done. The self weight of the large dome is very high and hence there is a possibility of the dome collapsing, which may lead to loss of life and unpleasant situation.

    (c) Due to lack of adequate drainage system, there is a possibility of waterlogging in the dome area. There is a possibility of mud and stampede in the meeting place.

    (d) The meeting place is located on the Kota-Lormi Pandariya road SH-10, due to which the state highway cannot be blocked without the permission of the competent authority.

    (E) The meeting place does not have sufficient entry and exit gates for VVIPs, VIPs and the general public. Due to the above reasons, the said meeting place is not suitable for the event.

Keeping in view the very short time for preparations and the possibility of loss of life due to water-borne diseases caused by contaminated drinking water due to rain, it is not possible to provide arrangements for the program.

    Chief Municipal Officer, Nagar Palika Parishad, Lormi has sent a letter clarifying that it is the rainy season and there is no provision for drainage of water at the event venue. There is a possibility of water logging on the roadside, which will disrupt traffic. Lakhs of devotees will come every day and stay overnight. There is not enough arrangement in the municipal area for their bathing, defecation etc. There is a possibility of open defecation and the municipality does not have a system for waste management of mobile toilets. There is a possibility of spread of dirt, foul smell and disease due to the absence of arrangement for systematic and safe disposal of excreta and it being the rainy season. It does not seem appropriate to give permission for the proposed event. Opinion has been presented.

    Decision of SDM Lormi based on opinion

    Various departments have sent their opinions and expressed their disagreement to organize the proposed program, clearly stating the possibility of danger to public facilities, public health, public safety and public life. This is the reason that it is not possible to grant permission to organize Shiv Katha Mahapuran from 2 to 8 August in Lormi city as per the referenced application submitted on the same grounds. Saying this, Lormi SDM has rejected the applicant’s application. This means that the local administration has refused to give permission for the program.

However, the Income Tax Department has begun sending reminders to taxpayers through emails and SMSes to ensure they meet the ITR filing deadline and avoid penalties. 

    The last date to file a belated return for the financial year 2023-24 (assessment year 2024-25) is December 31, 2024. Filing your ITR on time is crucial for several reasons.     What Is a Belated Tax Return?

    If you miss filing your tax return by July 31, you can still file a belated return. This can be submitted up to three months before the end of the relevant assessment year.

    Disadvantages of Filing a Belated ITR

    Filing a belated income tax return (ITR) comes with certain drawbacks. Beyond incurring a penalty for late submission, you lose several benefits:

    -You cannot carry forward losses from capital gains, business income, and other sources (except for losses from house property).

    -You are not allowed to opt for the new tax regime when filing a late ITR for the Assessment Year 2024-25.

    Penalty for Missing the July 31 Deadline

    Under Section 234F of the Income Tax Act, the penalties for filing a belated return for the financial year 2023-24 (AY 2024-25) are as follows:

    -For individuals with a net taxable income exceeding Rs 5 lakhs, the penalty may be up to Rs 5,000.

    -For taxpayers with a net taxable income of Rs 5 lakhs or less, the maximum penalty is Rs 1,000.

    -In addition to the late filing fees, interest on any unpaid taxes will accrue from the original due date until the full amount is settled. It’s crucial to note that the penalty applies even if the belated ITR shows zero tax payable.     Notably, a belated ITR can only be submitted and confirmed if the challan information for paying the late filing fee is included in the ITR form.
