IT will be used for good governance in Chhattisgarh: A solid strategy will be adopted for transparent and accountable administration, provision of Rs 266 crore in the budget

Raipur. Vishnu Dev’s government in Chhattisgarh will use IT on a large scale to bring good governance. IT will be used in all important areas from monitoring public welfare schemes to financial management, tax collection, registration, maintenance and amendment of land records. Along with increasing the reach of government schemes to the people, the government is going to take concrete steps to make the administration strong and transparent. All these subjects have been included in the government’s budget. Atal Dashboard has been launched for monitoring public welfare schemes.

It is noteworthy that on the initiative of Chief Minister Sai, a two-day intellectual discussion was recently organized at IIM Raipur with renowned experts of the country. In this event, all measures for good governance and meeting the expectations of citizens were discussed. In the budget for the financial year 2024-25, there is a target to develop Raipur-Bhilai and surrounding areas as the state capital and create a world-class IT sector. A provision of Rs 266 crore has been made to encourage the use of IT in all departments.

The target is to establish “Livelihood Centre of Excellence” in Nava Raipur, Atal Nagar and “Centre of Entrepreneurship” in Durg district. There is also a plan to establish an incubation centre to encourage startups and an IT park to attract BPO and KPO. A ‘plug and play’ model will be developed for IT based employment generation in Nava Raipur, this will create new opportunities for economic development and employment generation.

The budget includes provisions for setting up Chhattisgarh Centre for Smart Governance and setting up Budget and Accounting Module under e-governance in 168 urban bodies of the state. GIS based software will be developed for conducting property survey in 47 urban bodies. Integrated Financial Management Information System (IFMIS- 2.0) will be launched for daily monitoring of income and expenditure of government funds. Under PM Vani, in the first phase, hot-spot internet facility will be provided through Wi-Fi in one thousand Gram Panchayats. Business Intelligence Unit will be established at the state headquarters for improvement and transparency in collection of Goods and Services Tax. A tribunal will be established for quick resolution of appeal cases related to Goods and Services Tax.

The use of National General Document Registration System (NGDRS) software will be implemented in all districts for transfer of land and buildings and other various registered transactions. Geo-referencing of land maps will be done and Bhu-Aadhar card will be issued giving UL PIN number to each plot. Land records will be linked to civil courts. The process of land diversion will be made online and simple.
