The government stated that a proposal aimed at simplifying the legislative process for the Union Territory remains under review and has not yet reached a conclusive stage. Crucially, the MHA highlighted that this initiative does not contemplate any changes to Chandigarh’s existing administrative framework or its traditional relationship with the neighboring states of Punjab and Haryana.
The announcement aims to quell rising political tensions and speculation that had emerged following a Parliament bulletin listing a potential constitutional amendment bill. This proposed bill had suggested bringing Chandigarh under the purview of Article 240, empowering the President to frame laws for the territory. Such a move had drawn sharp criticism from political parties in Punjab, who viewed it as an attempt to undermine the state’s rights and its claim to Chandigarh.
The MHA reiterated its commitment to inclusive decision-making, stating that any steps concerning Chandigarh will be undertaken only after comprehensive discussions with all parties involved. The primary objective is to safeguard Chandigarh’s interests. The government also clarified that the current arrangement, where the Punjab Governor serves as the administrator, is not under immediate threat of alteration through this specific proposal. Citizens have been reassured that no hasty decisions will be made, and stakeholder consultations are paramount.
