As Finance Minister, Majhi detailed ambitions to fast-track global-standard infrastructure, skill youth for tomorrow, deploy AI for efficiency, nurture robust industries, and foster inclusive advancement for women and weaker sections.
The framework hinges on six pillars: People First, Rural Empowerment, Prosperity for Everyone, Celebrating Heritage, Technology First, and Governance for the People. Program budget swells to ₹1,80,000 crore (58%), while capital expenditure of ₹72,100 crore—6.5% GSDP, 23.3% total—sets a national benchmark for major states.
Maintaining discipline, revenue surplus targets 3% GSDP, fiscal deficit 3.5% DSDP per FRBM. Agri sector’s ₹42,492 crore (12.3% up) spotlights ‘Samriddha Krishak Yojana’ (₹6,088 crore) assuring ₹3,100/quintal paddy buys. A ₹100 crore fund and ₹5,000 crore aid swift payments, fortifying farmer faith.
₹17,855 crore bolsters irrigation, flood control, water optimization. Key spends: Public health ₹23,182 crore, Education ₹42,565 crore, Women/Child welfare ₹18,957 crore, Social security ₹25,208 crore, Urban dev ₹10,738 crore, Rural jobs mission ₹5,575 crore.
Highlighting innovation, 16 new programs include ₹1,000 crore Puri Jagannath Centre, World Tourism hub, Kanya Sumangal Yojana (₹20,000 EWS girl savings), ₹100 crore Smart Cities, ₹23 crore AI Mission.
