Financial Independence Achieved Through Policies of Chief Minister Shri Vishnu Deo Sai

Development to Gain Further Momentum Now

Raipur, April 25, 2025/ An inspiring and pleasant news emerges from Nava Raipur, the capital of Chhattisgarh. The Nava Raipur Atal Nagar Development Authority, formerly known as NRDA, is now completely debt-free. The authority has repaid its entire debt of ₹1788 crore, which was taken from the Government of India and several nationalized banks. Furthermore, the government guarantee of ₹100 crore has also been returned to the state government. This achievement is credited to the policies, financial discipline, and transparent administration of Chhattisgarh’s Chief Minister Shri Vishnu Deo Sai. This step will assist Nava Raipur in infrastructure development and the implementation of new projects.

Nava Raipur, Chhattisgarh’s modern and planned capital, had taken on large-scale debt for its development. This debt was for land acquisition, roads, government buildings, and the construction of educational institutions like Hidayatullah University. However, the burden of debt and interest payments affected the authority’s cash flow. Under the leadership of Chief Minister Shri Vishnu Deo Sai, the Chhattisgarh government emphasized financial self-reliance and implemented policies that increased the authority’s income and paved the way for debt relief.

Expressing his delight at this achievement, the Chief Minister said that Nava Raipur Atal Nagar becoming debt-free is a positive sign. Our government has ensured, through financial discipline, transparency, and strategic planning, that the authority not only becomes debt-free but also touches new heights of development by becoming self-reliant. This achievement reflects our commitment to making Nava Raipur a modern, employment-oriented, and well-equipped city.

The policies of the Chhattisgarh government have promoted the commercial use of the authority’s assets. Projects such as Medicity, Pharmaceutical Park, the groundbreaking ceremony of the semiconductor plant of the renowned Polymatech Company, and the initiative to establish the National Institute of Fashion Technology have attracted private investment. The provision of ₹1043 crore for the Nava Raipur Atal Nagar Development Authority in the third supplementary budget of the Chhattisgarh government for the year 2024-25, and the additional allocation of funds for industrial areas, have strengthened the sources of income. Furthermore, the relief given to traders under the Chhattisgarh Settlement of Arrears of Tax, Interest, and Penalty (Amendment) Ordinance-2025 has boosted economic activities, which has indirectly benefited the Nava Raipur Development Authority.

With debt relief, all the authority’s assets are now free from encumbrances, making their use and buying-selling easier. This will improve cash flow and enable faster implementation of infrastructure, public services, and new projects. The Chief Minister said that this step will make Nava Raipur a hub for medical tourism and industrial development. Citizens will get better facilities, and new employment opportunities will be created at the local level.

This achievement of the Nava Raipur Atal Nagar Development Authority is an exemplary example of financial discipline and strategic planning. It is exemplary for other urban development authorities in the country. Chief Minister Shri Sai said that our goal is not only to make Nava Raipur the glorious capital of Chhattisgarh but also to establish it as a model city for the country.

Finance Minister Shri OP Choudhary says that Nava Raipur is going to become the new growth engine of Chhattisgarh’s economy. Today, regional offices of RBI, NABARD, and other banks, as well as NTPC, Balco Cancer Hospital, Satya Sai Hospital, and many other institutions have made their entry into Nava Raipur. Nava Raipur is also emerging as a major center in the field of IT. Now, industries related to semiconductors and data centers are also going to be set up here. A Medicity is planned to be developed in approximately 100 acres in Nava Raipur to provide national and international level medical facilities.

It is noteworthy that the Chhattisgarh government has also made budget provisions in the budget for the year 2025-26 to develop an EduCity in approximately 100 acres. The country’s third-largest international cricket stadium is located here. Considering the increasing development of Nava Raipur, a provision of ₹40 crore has been made for the upgradation, operation, and maintenance work of the Integrated Command and Control Center. A provision of ₹20 crore for the construction of a Developed India Iconic Destination, and E-buses.
