Raipur, February 24, 2026 – The Sai government in Chhattisgarh presented the budget for the financial year 2026-27 with an outlay of Rs 1.72 lakh crore, unveiling a major roadmap for education, health, irrigation, digital connectivity, and employment for Bastar and other former Naxal-affected areas. Finance Minister OP Chaudhary presented the third budget of the Sai government themed ‘Sankalp’ (Resolve).
Chief Minister Vishnu Deo Sai described the budget 2026-27 as dedicated to public welfare and development, stating that it is a significant step towards empowering farmers, women, youth, and employees and making Chhattisgarh a developed state. He said that special provisions for agriculture, industry, health, and infrastructure will create new employment opportunities in the state and improve the living standards of the common people.
The government has set the total expenditure for this year at Rs 1.72 lakh crore, with revenue expenditure at Rs 1.45 lakh crore and capital expenditure at Rs 26,500 crore. The increase in capital expenditure will accelerate the creation of permanent assets like roads, health, education, and infrastructure, strengthening development works in the state.
Capital investment has been increased from Rs 4,000 crore to Rs 8,500 crore as special assistance from the center, which will help in advancing large infrastructure and development projects. The fiscal deficit has been controlled at 2.87 percent of GSDP, reflecting balanced financial management and indicating the state’s strong economic position.
This year, the Chhattisgarh budget prioritizes the social sector with 40% of the total expenditure, while 36% is allocated for economic activities and 24% for administrative and general services. Additionally, a special Green Budget of Rs 14,300 crore has been provided to promote environmental protection and sustainable development.
The budget focuses on the overall development of Sarguja, Bastar, and other former Naxal-affected regions. In a significant move for education in the Bastar region, two “Education Cities” will be established in highly sensitive areas like Abujhmad and Jagargunda. An allocation of Rs 100 crore has been made for this purpose. The government has also made special provisions to promote sports and cultural identity. Resources have been made available in the budget for initiatives like Bastar Olympics and Bastar Pandum, providing a platform for local talent and strengthening the region’s positive image. Additionally, 1500 new posts for Bastar Fighters have been created.
The government has also paid special attention to the expansion of health services. The establishment of a super-specialty hospital in Jagdalpur and a medical college and medical city in Dantewada has been announced. Doctors will also be specially recruited in these areas to provide quality treatment to people in remote areas within their own regions.
A significant step has also been taken in the irrigation sector with the announcement of a barrage construction plan on the Indravati river at an estimated cost of Rs 2024 crore. This is expected to provide irrigation facilities to an additional approximately 32,000 hectares in the Bastar region.
50% concession in registration fee for women, Rs 1.5 lakh for girls
The Chhattisgarh budget 2026-27 includes significant provisions for the economic and social empowerment of women. The government has proposed a 50% concession on the registration fee for property purchases in the name of women, promoting ownership and financial security for women. Additionally, the ‘Rani Durgavati Yojana’ will be launched to secure the future of girls, under which eligible girls will receive financial assistance of Rs 1.5 lakh upon completing 18 years of age. The ‘Chief Minister Lakhpati Didi Bhraman Yojana’ will also be implemented, and provision has been made for the construction of 250 ‘Mahatari Sadan’ for their social empowerment.
Provisions for the agriculture sector in the budget
The government has allocated Rs 10,000 crore for the ‘Krishak Unnati Yojana’, which will provide financial assistance to farmers and boost agricultural development. Irrigation facilities will be strengthened with an allocation of Rs 5,500 crore for agricultural pumps, and Rs 600 crore has been provided to support landless agricultural families. Additionally, an investment of Rs 100 crore will be made to promote employment-oriented activities like agro-forestry processing, rice mills, and poultry farms in the Bastar and Sarguja regions, which will help increase farmers’ income and empower the rural economy.
Cashless medical scheme for employees
The budget provides for the implementation of a cashless medical scheme for the health security of government employees. Under this scheme, employees will not need to make cash payments at the hospital during treatment and will receive cashless treatment facilities in empanelled government and private hospitals. An allocation of Rs 100 crore has been made for this.
Other major announcements in the budget 2026-27:
– A new 200-bed hospital will be built in Raipur, further strengthening health facilities in the capital.
– Showrooms will be opened at 5 major airports in the state to provide national and international recognition to local products of Chhattisgarh.
– The Sayangudi Yojana will be expanded across the state, with an allocation of approximately Rs 5,000 crore.
– A hostel with a capacity of 200 seats for OBC girls will be built in Raipur, providing better facilities for higher education.
– An allocation of Rs 600 crore for landless agricultural families to strengthen their income and economic security.
– An allocation of Rs 10,000 crore for the Krishak Unnati Yojana, focusing on increasing farmers’ income and making agriculture profitable.
– An allocation of Rs 5,500 crore for agricultural pumps, expanding irrigation facilities and increasing agricultural production.
– Provision for a 200-bed Mother-Child Hospital (MCH) at Kalibari, Raipur, and a district hospital in Chirimiri.
– Development works up to Rs 50 lakh will be carried out through Gram Sabha, promoting local decision-making and implementation.
– An allocation of Rs 1,700 crore under the Pradhan Mantri Gram Sadak Yojana, expanding rural roads and strengthening connectivity.
– A budget of Rs 200 crore for the Chief Minister Road Scheme, further improving the road network in the state.
– An allocation of Rs 22 crore for the establishment of 5 new Nalanda Libraries, providing modern study facilities to students.
– The Chief Minister Adarsh Shahar Samriddhi Yojana will be implemented, with an allocation of Rs 200 crore.
– Cashless treatment up to Rs 5 lakh under the Shaheed Veer Narayan Singh Ayushman Yojana, with an allocation of Rs 1,500 crore.
– Rs 10 crore for industrial complexes in Nava Raipur-Rajnandgaon, boosting industrial development.
– The budget for the Industries Department has been increased to Rs 1,750 crore, increasing investment and employment opportunities.
– The Chief Minister Lakhpati Didi Bhraman Yojana will be implemented, providing encouragement to women’s self-help groups.
– Investment of Rs 100 crore for promotion of employment-based industries like rice mills, poultry farms, and agro-processing units in Bastar and Sarguja.
– The Rani Durgavati Yojana will be launched, providing financial assistance of Rs 1.5 lakh to girls upon completing 18 years of age.
– An allocation of Rs 930 crore for forest conservation, along with recruitment for 1000 new posts.
