In the Chhattisgarh Industry Dialogue-2, Chief Minister Vishnu Deo Sai outlined his vision for the state’s industrial future, emphasizing the aim to transform Chhattisgarh into a leading hub for semiconductors, Artificial Intelligence (AI), and pharmaceuticals. He welcomed investors and highlighted the state’s new industrial policy, designed to drive economic growth and create employment opportunities. The Chief Minister pointed out how Chhattisgarh is moving beyond its Naxal-affected history to become a dynamic industrial and technological hub. He emphasized the state’s emergence as an attractive investment destination.
The Chief Minister mentioned the Chhattisgarh State Logistics Policy-2025, approved in a cabinet meeting, which is a crucial step towards establishing Chhattisgarh as a national logistics hub. This policy will leverage Chhattisgarh’s central location for national connectivity, attracting investment in logistics and e-commerce, strengthening export infrastructure, and expanding affordable storage facilities.
The Jan Vishwas Bill will streamline business operations and simplify civic life. By decriminalizing certain legal provisions, it aims to reduce legal burdens and associated costs for businesses. The government’s goal is to foster an environment with minimal barriers to facilitate growth. Significant progress has been made with over 350 structural reforms in the last 18 months, enhancing the ease and speed of doing business. The state has witnessed robust investment interest, with over 5.5 lakh crore rupees in investment proposals received within six months, a record for Chhattisgarh. Investor summits in Delhi, Mumbai, and Bengaluru demonstrated significant enthusiasm. Chhattisgarh attracted Rs 1,63,749 crore in investments during the financial year 2025, representing 3.71% of India’s total investments.
Chief Minister Sai discussed the rapid allocation of land and NOC to Polymatech for semiconductor investment, which has led to the commencement of a Rs 1,143 crore project with the goal of producing 10 billion chips annually. Nava Raipur is envisioned as the Silicon Valley of Chhattisgarh, with the Single Window System 2.0 streamlining investor processes. This system integrates online applications, departmental approvals, and subsidy distributions. All industry approvals can be obtained quickly through a single-click system.
He also highlighted the approval of a Rs 3,500 crore railway line from Raoghat to Jagdalpur and the commencement of surveys for the Kothagudem-Kirandul rail line, which will connect industrial centers. Waterways will be developed from Sambalpur to Nava Raipur, and air cargo services are now active. Chhattisgarh is also home to India’s first AI data center park. Furthermore, pharma hubs and a Medicity are under construction, and special grants are available in the textile and pharmaceutical sectors.
Bastar and Surguja are undergoing transformation. Bastar, which was once affected by Naxalism, is progressing towards becoming a developed region. Skill development has been provided to 90,000 youths, with over 40,000 receiving employment. Special investment incentives are also being provided. The Bastar Dussehra is being registered for international recognition, and the Tirathgarh Glass Bridge and Bastar Tourism Circuit are under development. Provisions for royalty reimbursement and subsidies have been made for tribal entrepreneurs.
The new industrial policy has a roadmap to create over 5 lakh jobs in the next five years. Chhattisgarh aims to become the fastest-growing economy in sectors like textiles, pharma, AI, defense, energy, and medical tourism.
The Chief Minister urged entrepreneurs to invest in Chhattisgarh. He promised support and facilities to encourage growth. The government aims to achieve complete eradication of the Naxal problem by March 2026, under the leadership of the Prime Minister and Union Home Minister.
