A review meeting concerning the progress and completion of various departmental schemes took place on September 6th in the Surajpur District Panchayat’s meeting hall. The Gram Panchayat Semrakhurd, part of Janpad Panchayat Pratapur, was assigned a target of 131 houses under the Pradhan Mantri Awas Yojana-Gramin for the fiscal years 2024-26. The Panchayat Secretary failed to submit the necessary Aadhaar consent forms for the approval of houses for 22 beneficiaries under the Awas Plus scheme. Furthermore, the advancement of the 73 approved houses was deemed unsatisfactory. This situation suggested that Sukhdev Prasad, the Panchayat Secretary, was not performing regular inspections of approved housing and other construction projects within the Gram Panchayats. He also demonstrated a lack of concern for ensuring the timely completion of housing construction. This resulted in a lack of expected progress in the Pradhan Mantri Awas Yojana Gramin. The Panchayat Secretary’s conduct exemplified significant negligence, apathy, and a lack of discipline in fulfilling his duties. This constitutes misconduct under the Chhattisgarh Panchayat Service (Conduct) Rules, 1998, and the Chhattisgarh Panchayat (Powers and Actions of Secretary) Rules, 1999.
Consequently, Sukhdev Prasad, the Panchayat Secretary of Gram Panchayat Semrakhurd, Janpad Panchayat Pratapur, has been suspended with immediate effect under Rule 4 of the Chhattisgarh Panchayat Service (Discipline and Appeal) Rules, 1999. The office of Janpad Panchayat Pratapur has been designated as his headquarters during the suspension. He will be eligible for a subsistence allowance as per the applicable rules throughout the suspension period.
