The Election Commission of India is actively working on updating the voter lists in Bihar ahead of the upcoming assembly elections. The Commission has emphasized that the ongoing process is in line with the regulations outlined on June 24, 2025. A degree of uncertainty has arisen among voters about the documentation needed to remain on the voter list. The EC has stated that the voter enumeration form, along with required documents, must be submitted by July 25, 2025. Completed forms will be included in the draft voter list, slated for release on August 1, 2025, irrespective of immediate document submission. Article 326 of the Constitution provides the legal framework for this voter registration drive. While submission of at least one of 11 approved documents is required, voters who do not submit documents can have their case reviewed by the ERO, usually the Sub-Divisional Magistrate, after September 1. The ERO has the final say on whether a name is added or removed. Appeals against the ERO’s decisions can be made to the District Magistrate and then to the Chief Election Officer. The Election Commission reports that over 97% of registered voters have already received the necessary forms.
