  • CM Himanta Sarma Announces New Requirement For Aadhaar Card Applicants In Assam |

    Assam Chief Minister Himanta Biswa Sarma announced on Saturday that all new Aadhaar card applicants in the state must provide their National Register of Citizens (NRC) application receipt number.

    According to PTI, he said that submission of the application receipt number of the NRC will prevent the “influx of illegal foreigners,” and the state government will be “very strict” in issuing Aadhaar cards.

    ”Applications for Aadhaar cards are more than the population…It indicates that there are doubtful citizens and we have decided that new applicants will have to submit their NRC application receipt number (ARN),”  Assam CM said, PTI reported. 

    While addressing the press conference today, Sarma also said that it will not be easy to get Aadhaar in Assam.

    The submission of the ARN will not apply to the 9.55 lakh people whose biometrics were locked during the NRC process, and they will get their cards, Sarma said, PTI reported. 

    He further added that it will not be applicable in the tea garden areas as many have not got their Aadhaar cards due to some practical difficulties like the non-availability of adequate biometric machines.

    He also pointed out four districts with more applications for Aadhaar cards than their total projected population. The districts named Barpeta with 103.74 per cent, Dhubri with 103 per cent, and both Morigaon and Nagaon with 101 per cent.

    ”In Assam, we have decided that Aadhaar cards will be issued to new applicants only after a no objection certificate is given by the district commissioner concerned. Such certificates will be issused after minutely examining all aspects. If the applicant has the NRC ARN, it becomes clear that he was in the state before 2014,” Sarma said, PTI reported.

    Ripun Bora Resignation: Assam Trinamool Congress President Ripun Bora has resigned from the party, highlighting a significant challenge for the TMC in Assam. In his resignation letter, Bora pointed out that the people of Assam perceive the Trinamool Congress as a ‘regional party’ of West Bengal, making it difficult for the party to gain acceptance in the state.

    Despite offering several suggestions to TMC leadership to bridge this perception gap, Bora expressed frustration over the lack of implementation and the continued challenges in establishing the party’s foothold in Assam.

     

     In a letter to All India Trinamool Congress general secretary Abhishek Banerjee, Bora, the former Rajya Sabha member, said he had offered many suggestions to party supremo and West Bengal Chief Minister Mamata Banerjee to make TMC acceptable in Assam, but those were ‘not implemented’. “Assam TMC has great potential, but several recurring issues have hindered our progress, including the perception of TMC as a regional party of West Bengal. To counter this perception, we made several suggestions,” Bora said in his resignation letter.

    He claimed that he had suggested the need for an Assamese leader at the national level of TMC, declaring the residence of Bharat Ratna Dr Bhupen Hazarika at Tollygunge in Kolkata as a heritage site and converting the Madhupur Satra in Cooch Behar to a cultural hub.

    “Despite my repeated attempts over the past year and a half to secure an appointment with you and our chief Mamata Didi to address these concerns, I have been unsuccessful,” said Bora, the former Assam minister and state Congress president. Bora said he has served as the state president of Assam TMC for over two years and during this period, he interacted extensively with people across the state. “Unfortunately, the issues mentioned above have led many people in Assam to continue viewing TMC as a regional party of West Bengal. The people of Assam are not willing to accept a party that they perceive as being from another state.

    “In light of these challenges and the lack of an adequate resolution, I feel compelled to make a difficult decision and have decided to disassociate myself from TMC,” Bora said.

    He expressed gratitude to Mamata Banerjee for allowing him to lead Assam TMC. Bora lauded her for the “uncompromising fight against fascist and communal forces”.

    “My decision to resign is not borne out of grievances but rather due to circumstances beyond my control. I will continue to fight against communal and fascist forces on a personal level. Please consider this letter as my formal resignation from the party membership,” Bora added.

    In announcement includes the provision to implement the Pradhan Mantri Cha Shramik Protsahan Yojana. With an allocation of ₹ 1,000 crore, this scheme will provide several welfare opportunities for Assam’s tea garden community.     Assam Chief Minister Himanta Biswa Sarma on Monday said that until he is alive, he won’t allow the marriage of teenage girls in Assam. He was speaking in the state assembly as the Assam Cabinet on Friday abrogated the Assam Muslim Marriage and Divorce Registration Act of 1935. “We will not rest in peace until we completely close the shop that you people have opened to ruin the daughters of the Muslim community,” the CM added. The decision came after a meeting where the cabinet approved the ‘Assam Repealing Ordinance 2024’ and nullified the 89-year-old Act. 

    What Is the Muslim Marriage and Divorce Registration Act of 1935? 

    Enacted in 1935, the Act outlines the procedure for registering Muslim marriages and divorces. An amendment was made in 2010 which replaced the term ‘voluntary’ with ‘compulsory,’ mandating the registration of Muslim marriages and divorces in Assam. The Act empowers the state to issue licenses for the registration of marriages and divorces for any Muslim individual. The Act designates Muslim registrars as public servants and specifies the application process for marriage and divorce registration with the registrar. The Act was in line with Muslim personal law. 

    Rationale Behind Abrogation The Law? 

    CM described this move as another notable stride in preventing child marriages in Assam. He said that the Act permits marriage registration even if the bride and groom are below the legally marriageable ages of 18 and 21, respectively. A statement from the Cabinet meeting characterised it as an “outdated pre-Independence Act from the British era for the then Province.” It also pointed out that the registration mechanism in the Act is informal thus “allowing non-compliance with existing norms.” 

    The Act governs the ‘nikah and ‘talaq’ in the state and for the registration, the ‘kazi’ were appointed by the government. According to reports, many kazis misused their power and often allowed marriage of a minor. 

    This move comes two weeks after the BJP-ruled Uttarakhand became the first state in India to implement a Uniform Civil Code (UCC). The BJP-led government in Assam has expressed a similar intention. In the words of Minister Jayanta Malla Baruah, the repeal of the Act is a crucial step toward this objective. He also mentioned that with the Act’s repeal, Muslims would be required to register marriages under the Special Marriage Act instead. 

    Link With Child Marriage 

    Last year, the Assam government initiated an unprecedented crackdown against child marriages, arresting over 4,000 individuals and prosecuting most under the Protection of Children from Sexual Offences (POCSO) Act. The government is committed to eliminating child marriage by 2026. The specific provision of the Act that the chief minister mentioned as allowing child marriage pertains to the process of submitting a marriage application to the registrar. It states: “…provided that if the bride and groom, or both, be minors, the application shall be made on their behalf by their respective lawful guardians…”

    Political Context Behind This Decision 

    In Uttarakhand, where a UCC has already been implemented, Muslims constitute a less proportion percentage, while in Assam, this proportion is significantly higher at approximately 34 per cent according to the 2011 Census. 

    In the past year, the Himanta Biswa Sarma-led government has taken various measures in the areas of family, marriages, and reproduction, seen as addressing these concerns. Apart from the crackdown on child marriage, where 62 per cent of over 3,000 individuals arrested in the initial round were Muslim, the government has imposed a limit on the number of children one can have to qualify for a new financial support scheme for rural women.  

    Additionally, there are efforts to draft a bill criminalising polygamy. Also, CM Sarma has reiterated multiple times that the Assam government is keen towards implementing a UCC, with an exemption for the state’s tribal communities.

  • Spy Cam, Phones Found In Separatist Leader Amritpal Singh’s Cell In Assam Jail Breach; Waris Panjab De Alleges Conspiracy |

    In a concerning development and security breach incident, several unauthorised activities were detected in the National Security Act (NSA) cell in which separatist leader and Waris Panjab De chief Amritpal Singh is lodged at the highly secure Dibrugarh Jail. The director general of Assam Police, GP Singh, took to his X social media handle to confirm the breach.

    The DGP said that a search operation led to the recovery of numerous unauthorised items, including a spy camera, a smartphone, a keypad phone, pen drives, Bluetooth headphones and speakers, a smartwatch, among others from the NSA cell. He stated further that all the recovered items were lawfully seized by the jail staff and the source of these items was currently under investigation.

    “Reference NSA detenues at Dibrugarh Jail, Assam – On receipt of information about unauthorised activities taking place in the NSA cell, additional CCTV cameras were installed in the public area of the NSA block. Inputs received confirmed unauthorised activities, based on which Jail staff searched the premises of NSA Cell early this morning, leading to the recovery of a smartphone with a SIM card, a keypad phone, a TV remote with a keyboard, a spy-cam pen, pen drives, Bluetooth headphones & speakers and a smart watch, which were lawfully seized by Jail staff. The source of these unauthorised articles and mode of induction are being ascertained. Further lawful action is being taken and steps are being taken to prevent recurrence,” the Assam DGP said.

    On the other hand, Waris Panjab De lawyer Imaan Sngh Khara alleged conspiracy. He alleged that a spy cam was fitted inside the washroom of Amriptal Singh’s cell and the footage might be being sent to the state or central government. Khara alleged that the nude/semi-nude pic of Amritpal Singh may be used to blackmail him after the NSA ends next month. The lawyer also alleged that if a spycam could be fitted in the jail washroom, then Singh could be poisoned as well. Khara urged the Punjab government to raise the issue with the Assam government.

    In April of last year, Punjab Police arrested Amritpal Singh after a manhunt straddling states and spanning several months. He was later brought to Dibrugarh jail. Nine of Amritpal’s close aides, including Papalpreet Singh and Daljeet Singh Kalsi, are also in the same jail. Dibrugarh Central Jail is considered the most secure prison in the state and one of the oldest correctional facilities in the Northeast.

    Earthquake of 5.2 magnitude hits parts of Northeast including Meghalaya and Assam

    New Delhi:

    Earthquake tremors were felt in Assam and Meghalaya on Monday evening. The intensity of the earthquake was measured at 5.2 on the Richter scale. According to the National Center for Seismology, the epicenter of the earthquake was at a depth of 10 kilometers in North Garo Hills of Meghalaya. Apart from Assam and Meghalaya, earthquake tremors have also been felt in Tripura. At present, there is no news of loss of life or property from anywhere.

    Earthquake tremors were felt in some parts of North Bengal. It is said that earthquake has occurred in Siliguri and Cooch Behar. According to the report of news agency ANI, the earthquake occurred at around 6.15 pm on Monday evening. The intensity of the earthquake was 5.2, which is considered dangerous level. In such a situation, people came out of their homes.

    Earlier on Monday itself, earthquake tremors were felt for the fourth consecutive day in Seoni district of Madhya Pradesh. An earthquake of 2.9 magnitude on the reactor scale was recorded here at 7.15 am. The epicenter of the earthquake was said to be at a depth of 5 kilometers. Collector Kshitij Singhal said on Monday that since September 29, mild earthquake tremors are being felt in various areas of the district. The cause of earthquake could be mutual collision of plates.

    The intensity of the earthquake felt on 29 September was 2.9 on the Richter scale and on 30 September it was 1.8, the intensity of the earthquake recorded at 9.20 pm on 1 October was 2.8. Similarly, the intensity of the earthquake recorded at 7.15 am on October 2 was recorded as 2.9. There is no possibility of loss of life or property due to the low intensity earthquake recorded.

    The Collector said that the district administration is in touch with senior scientists of Indian Meteorology. The district administration has instructed police, home guards, SDRF, health and local administration officers to remain on alert while ensuring all arrangements. The district administration has appealed to the citizens to remain patient and cautious.
