  • I am ready to lead the state Congress- TS Singhdev

    Raipur. Former Deputy Chief Minister TS Singhdev has returned to Chhattisgarh from Delhi. Today he attended the meeting of the Congress Fact Finding Committee held in the capital Raipur. He said that the defeat in the Lok Sabha and Assembly elections was discussed and described the Moily Committee report as important. Changes will be made in the organization of Chhattisgarh on the basis of this report.

    Regarding the change in the organisation, Singhdeo said that the national leadership will decide on it. He stressed that our focus is on working collectively and I am ready to fulfill any responsibility given by the party. If I am given the responsibility of leadership in the state, I am ready for that too.

    Former minister Dhanendra Sahu also gave a statement on the meeting of the Congress Fact Finding Committee in Delhi. He said that in the Moily Committee meeting, there was a one-to-one discussion on the reasons for the defeat in the elections. This is the first time that the Congress is preparing a report in this way, and the party will work more strongly with the Moily Committee report. Apart from this, there was also a discussion on holding the civic and panchayat elections together.

    Former state Congress president Dhanendra Sahu said that this will spoil the system. He accused the BJP of trying to twist every election. He believes that there is no benefit in holding both the elections together, and this is only an attempt to divert people’s attention.

  • Waqf Amendment Bill In Lok Sabha Today: 10 Key Points To Know |

    Prime Minister Narendra Modi-led National Democtratic Alliance (NDA) government is slated to introduce the Waqf (Amendment) Bill, 2024 in the Lok Sabha today in a bid to amend the Waqf Act, 1995, that gives the Muslim board vast powers. The Bill brought by the BJP-led government seeks to address issues related to the powers of the State Waqf Boards, registration and survey of waqf properties and removal of encroachments. Minority Affairs Minister Kiren Rijiju is likely to table the bill in the Lok Sabha. As many as 40 changes may be proposed in the bill. Here are 10 things to know:

    1. The opposition led by the Congress has urged the government to send the Bill to the Standing committee. Standing Committees are permanent and regular committees which are constituted from time to time in pursuance of the provisions of an Act of Parliament or Rules of Procedure and Conduct of Business in Lok Sabha. 
     
    2. The government has also decided to withdraw the Waqf Properties (Eviction of Unauthorised Occupants), Bill, 2014 which was introduced in Rajya Sabha in February 2014, when Congress-led UPA government was in power. The Bill is listed for withdrawal from Rajya Sabha today.

    3. Apart from introducing the Waqf (Amendment) Bill, 2024, Rijiju will also introduce The Mussalman Wakf (Repeal) Bill, 2024 which seeks to repeal the Mussalman Wakf Act, 1923. The Waqf (Amendment) Bill, 2024, Waqf Act provides for the renaming of the Waqf Act, 1995, as the Unified Waqf Management, Empowerment, Efficiency and Development Act, 1995.

    4. The Waqf amendment bill seeks to clearly define “waqf” as waqf by any person practicing Islam for at least five years and having ownership of such property and ensure that creation of Waqf-alal-aulad does not lead to the denial of inheritance rights to women.

    5. The bill also seeks to omit the provisions relating to the “waqf by user”, provide the functions of the Survey Commissioner to the Collector or any other officer not below the rank of Deputy Collector duly nominated by the Collector for the survey of waqf properties, provide for a broad-based composition of the Central Waqf Council and the State Waqf Boards and ensure representation of Muslim women and non-Muslims.

    6. The bill seeks to provide for establishment of separate Board of Auqaf for Boharas and Aghakhanis. It provides for the representation of Shia, Sunni, Bohra, Agakhani and other backward classes among Muslim communities, streamlining the manner of registration of waqfs through a central portal and database and providing for a detailed procedure for mutation as per revenue laws with due notice to all concerned before recording any property as waqf property.

    7. The bill seeks to omit section 40 relating to the powers of Board to decide if a property is waqf property, provide for filing of accounts of waqf by mutawallis to the Board through a central portal for better control over their activities, reform the Tribunal structure with two members and provide for appeals against the orders of the Tribunal to the High Court within a specified period of ninety days.

    8. The bill mandates the appointment of a full-time chief executive officer for the Waqf Boards by the state government. This officer must hold a rank no lower than that of a joint secretary in the state government and does not have to be a Muslim.

    9. A significant proposed amendment is the repeal of Section 40 of the current law, which gives Waqf Boards the authority to determine if a property is a Waqf asset. The amendments also include changes to the composition of Waqf tribunals and allow for appeals against their decisions in high courts within 90 days.

    10. As a result, the current provision stating that “the decision of the tribunal in respect of such matter shall be final” will be removed. This provision, introduced in 2013 during the Congress-led UPA government, has been controversial. Additionally, the issuance of a ‘Waqf deed’ and certification will be required for new properties under assessment.

    Prime Minister Narendra Modi commended BJP leader Anurag Thakur for his speech in the Lok Sabha on Tuesday, where the former Union minister responded politically to Leader of Opposition Rahul Gandhi’s earlier address, describing it as “a must hear.” Taking to X, Modi wrote, “The speech by my young and energetic colleague, Shri Anurag Thakur, is a must hear. It’s a perfect blend of facts and humor, exposing the dirty politics of the INDI Alliance.”

    Thakur countered Gandhi’s speech in the Lok Sabha, using Gandhi’s own reference to the Chakravyuh and its characters to criticize the Congress. He mentioned the alleged scams under Congress rule and past critical remarks by its leaders about caste quotas to challenge the Leader of the Opposition.

    The debate intensified when Thakur seemingly questioned Gandhi’s caste in relation to the caste census, causing an uproar in the Lok Sabha. Gandhi condemned this as an insult but remained firm on his demand for a caste census.

    In a separate post on X, Prime Minister Modi also praised Finance Minister Nirmala Sitharaman’s response to the budget debate. “FM @nsitharaman presents a very comprehensive picture of this year’s Budget and what it offers for every section of society. She reiterates our Government’s commitment to growth and reforms,” he wrote on X.

  • 18th Lok Sabha’s First Session To Begin From June 24 |

    The first session of the 18th Lok Sabha will be held from June 24 and conclude on July 3for oath/affirmation of newly elected Members, Union Minister of Parliamentary Affairs Kiren Rijiju said on Wednesday. The 264th Session of Rajya Sabha will also commence on June 27 and conclude on July 3, the minister said. “First Session of 18th Lok Sabha is being summoned from 24.6.24 to 3.7.24 for oath/affirmation of newly elected Members, Election of Speaker, President’s Address and discussion thereon. 264th Session of Rajya Sabha will commence on 27.6.24 and conclude on 3.7.24.”

    President Droupadi Murmu will address a joint sitting of the Lok Sabha and the Rajya Sabha on June 27. The last session of the 17th Lok Sabha (Budget session) was held between January 31 and February 10, 2024. Lok Sabha had 274 sittings in which 202 Bills were introduced and 222 bills were passed. Rajya Sabha had 271 sittings, in which 31 Bills were introduced and 220 bills were passed. In total 221 Bills were passed by both the Houses and became Acts, during the term of the 17th Lok Sabha.

    During the 17th Lok Sabha one of the most important business transacted was the abrogation of certain provisions from Article 370 and Presidential Orders thereunder for ensuring equal opportunities to all sections of Society in Jammu & Kashmir particularly with the restoration of applicability of the provisions of the Constitution of India and all socio-economic legislations thereby ensuring rule of law and equity. Further for ensuring better administration and for curbing terrorism, the State of Jammu & Kashmir was reorganized with the formation of two Union Territories – Jammu &Kashmir and Ladakh.

    Also, three landmark Bills relating to the criminal justice system to ensure victim-centric justice namely the Bharatiya Nyaya Sanhita, 2023, the Bharatiya Nagarik Suraksha Sanhita, 2023 and the Bharatiya Sakshya Bill, 2023 replacing the Indian Penal Code, 1860, the Code of Criminal Procedure, 1973 and the Indian Evidence Act, 1872 were passed by both the Houses of Parliament.

He highlighted the recent conferment of Bharat Ratna on Thakur, underscoring the challenges he faced during his tenure as Bihar CM in 1970.

    “Congress party and UPA government did not deliver justice with OBCs. A few days ago, Karpoori Thakur ji was conferred with Bharat Ratna. In 1970, when he became Bihar CM, what was not done to destabilise his government? Congress can’t tolerate OBCs…They keep counting how many OBCs are there in the government.     UPA’s Injustice To OBCs

    Continuing his offensive, PM Modi criticized the UPA government for failing to deliver justice to OBCs. He pointed out the formation of the National Advisory Council during their tenure, questioning its lack of OBC representation and influence. “During the UPA Government, an extra-constitutional body was formed. The government could not have its way before that body. National Advisory Council – did it have any OBC members? Find out,” he added.

    Inflation Legacy Of Congress: PM

    PM Modi delved into history, linking Congress to inflation. He recalled popular songs during Congress governance – ‘Mehngai Mar Gayi’ and ‘Mehngai Dayain Khaye Jaat Hai.’ Blaming Congress for inflation during their rule, he highlighted the insensitivity of their approach. “Two songs on inflation were superhits in our country – ‘Mehngai Mar Gayi’ and ‘Mehngai Dayain Khaye Jaat Hai’. Both of these songs came during Congress’ governance. Inflation was in double digits during UPA’s tenure, it can’t be denied. What was their government’s logic? Insensitivity. They said – you can have expensive ice creams but why do you cry about inflation?… Whenever Congress came to power, it strengthened inflation,” he added.

    Lok Sabha adopted the Motion of Thanks on the President’s address after PM Modi’s impassioned response, where he not only lambasted the opposition but also outlined the government’s achievements. The motion passed through a voice vote, concluding a spirited debate with over 60 members participating.

    Budget Session Dynamics

    The ongoing budget session, possibly the last before the 2024 Lok Sabha elections in April-May, witnessed President Droupadi Murmu’s address to the joint sitting of the two Houses, setting the tone for the upcoming political events.

    New Delhi: Prime Minister Narendra Modi will reply to the Motion of Thanks on Presidential address delivered on January 31, 2024, in the Parliament on Monday. Ahead of his motion of thanks the Bharatiya Janata Party (BJP) issued a three-line whip to its Lok Sabha MPs asking them to be present in the House today.

    President Droupadi Murmu had addressed the joint sitting of Lok Sabha and Rajya Sabha on January 31, the first day of the Budget Session. On February 1, the Centre presented the Union Budget for 2024-25. The government said that the Budget was presented with a focus on economic policies that foster growth, facilitate inclusive development, improve productivity, and create opportunities for various sections while noting that it will pay utmost attention to the eastern region including states of Bihar, Jharkhand, Chhattisgarh, Odisha, and West Bengal to make them growth engines as part of goal to make India a developed country by 2047.

    Meanwhile, as per the List of Business in the House for the day, Lok Sabha MPs Ravneet Singh and Ramshiromani Verma will lay on the table the minutes of the twelfth sitting of the Committee on Absence of Members from the sittings of the House held on December 14, 2023.

    MPs PP Chaudhary and NK Premachandran will present the 28th report of the Committee on External Affairs (Seventeenth Lok Sabha) on the subject ‘Countering Global Terrorism at Regional and International Levels’.

    BJP MP Rajeev Chandrasekhar will make a statement regarding the status of implementation of the recommendations contained in the 49th Report of the Standing Committee on Labour, Textiles and Skill Development on ‘Functioning of Directorate General of Training’ pertaining to the Ministry of Skill Development and Entrepreneurship.

    Union Finance Minister Nirmala Sitharaman will present a statement (Hindi and English versions) of estimated receipts and expenditure of the Union Territory of Jammu and Kashmir for the year 2024-25.

    In Rajya Sabha, while the discussion over the Motion of Thanks on the President’s address is to resume, MPs Ashok Kumar Mittal and Prakash Javadekar will lay on the table, a copy (in English and Hindi) of the Twenty Eighth Report of the Department-Related Parliamentary Standing Committee on External Affairs (Seventeenth Lok Sabha) on ‘Countering Global Terrorism at Regional and International Levels’ in the House today.

    Union Minister Bhupendra Yadav will introduce the Water (Prevention and Control of Pollution) Amendment Bill, 2024 Bill in the Rajya Sabha today to amend the Water (Prevention and Control of Pollution) Act, 1974.

    The last session before Lok Sabha polls expected to be held in April-May this year will be spread over eight sittings spread over a period of 10 days and may conclude on February 9.
