This exhaustive document features five divisions and 1,242 provisions: general guidelines, pollution mitigation, ecological safeguarding, green low-carbon advancement, legal repercussions, and supplemental measures. Born from a key CPC Central Committee initiative led by Comrade Xi Jinping, it integrates Xi Jinping Thought—foremost on ecological civilization—while showcasing Chinese ingenuity and responsiveness to societal pulses.
The code’s development timeline saw its first draft reviewed at the NPC Standing Committee’s 15th session in April 2025, refined through successive deliberations, and formally deliberated at the NPC session starting March 5. Amid the ‘Two Sessions’ fervor, delegates scrutinized and debated, prompting 200+ changes, including 100+ pivotal edits from diverse stakeholders.
Slated for enforcement on August 15, 2026, it will sunset ten laws like the Environmental Protection Law, unifying China’s green legal arsenal.
