Hong Kong Overwhelmed by Historic Rainfall, Public Services Shut Down

Heavy rainfall has submerged roads, flooded hospitals, and forced schools to close in Hong Kong. According to the Hong Kong Observatory, almost all public services have been suspended due to the severe weather. A black rain warning has been issued by the meteorological department. The situation mirrors the turmoil in southern China, where heavy rainfall in neighboring Guangdong province caused flooding and resulted in fatalities earlier in the week. The downpour has caused massive traffic jams, the temporary closure of metro stations, and the delay of approximately 101 flights, with 20% of flights canceled. Reduced visibility on bridges has prompted speed restrictions for vehicles.
